Dear U13’s Coaches and Parents,

We are looking forward to seeing you all at the U13’s Hertfordshire county contact festival on Sunday 31st March 2019 to be held at Harpenden Rugby Football Club.
Note: Please remember that the clocks go FORWARD on Saturday evening so remind all your team members!

Registration
Registration Forms are distributed in advance and must be completed with all players’ details including their RFU number. RFU players’ membership cards must be available for inspection. Age limits must be strictly observed and any team playing an overage player will be excluded from the competition. It is recommended that squads contain 18 players with 13 players allowed on the field at any one time.
If you are entering more than one team, then your highest placed team must be made up of your strongest players.

Festival Rules
The festival will be conducted under the laws and within the spirit of the RFU Age Grade Regulations.
Each team has been requested to provide a suitable referee or game manager for the festival. Referees will not officiate a game involving their own team
In the event of any disputes then the decision of the match referee or the festival referee/independent adjudicator will be final.
In the event of a team cancelling or not arriving in suitable time for the start of the competition, then the festival organiser has the right to reorganise the tables for the betterment of the competition.

Match Play
Pools with 5 teams - Play 15 minutes per match (no half time)
Pools with 6 teams – Play 12 minutes per match (no half time)

No extra time is permitted in any match except that added for injury time. A maximum of 5 minutes’ injury time will be played in any one match.
In the event of a colour clash, the second named team is requested to borrow an alternative strip.
Replacement of players during a game is at the Coach’s discretion. No player may join the game except with the express permission of the referee.
Pitches will be roped off along one side. Please ensure that all spectators stay outside the rope.
Please can all teams ensure that only subs and a maximum of two coaches are pitch side. This rule will be enforced by the pitch marshals.

Ground Rules
For health and safety reasons NO DOGS (except working guide dogs) will be allowed on site on the day.
NO BBQs are allowed on club grounds
Car Parking
Limited car parking is available at the club and you are asked to car share wherever possible.
There will be no right turn from Redbourn Lane into the club.
If coming from Redbourn (M1 or Hemel) please continue past the club and do a U turn at the roundabout (approx..1000m) allowing you to turn left in to the club car park.
Please refrain from parking on the verge outside the club on Redbourn Lane as this is a busy road and the Police have advised us to discourage this.

Refreshments are available throughout the day
